modern warfare 2 remastered sale?

how come this title never goes on sale? all the other CoD games have regular sales (even happening right now) including modern warfare remastered but the second one doesn't seem to drop in price. this is a digital-only release so it's hard to find it at a lower price anywhere else or in the used disc market.
