Whats wrong with wow performance.

Used to have more fps and less stuttering with older hardware, now with upgraded cpu and ddr5 (instead of slow ddr4 2666mhz) i have way lower fps, also dx 12 seems broken, ray tracing shadows flickering.Does blizzard intend to fix this crap?
