Long queues for healer??

Hello! I am a returning player. I am levelling up a little dracthyr holy priest currently (she is Horde) and I really want to play BGs. I remember Warsong Gulch and Arathi Basin being AMAZING during Wrath. Some of my favorite memories from that expansion.

I am level 20 right now and have been queued, as a healer, for a random BG, for over 25 minutes. This is extremely common for me, it's always 15-35min. Last night I had a wait time of 58 minutes. I have googled around a little bit but can't figure out if this is standard, or...? Is this just the state of low-level PvP now? TYSM.
