What is this, and is it still alive?

Looks like a cocoon or chrysalis, right? But the outer bit is thin and see through, with a black thing centered inside. Found in western Washington state, on a Douglas fir sapling. Sorry the pics aren't better, but you can't really see any internal detail anyway. Thank you for any help!
