Can this be cleaned out?

Dial has a lot of dirt / dust like particles inside, might be due to age not sure . Can this be cleaned out by a watch maker? Had another watch maker inspect this and he said the dial is corroded and nothing can be done , how ever I don’t believe that as it doesn’t look corroded as nothing seems to be dissolved. From a distance none of these are visible
