2013 Volt Charge Door Port Not Opening

When I press either button on the remote or inside the car to open the charge port, the mechanism sounds normal, but it won't release the door. I have tried prying it open and that isn't going to work as it's taking off the cover of the charge port rather than the door to access the port.

I have read some other threads regarding cold weather. It's 50°F at the lowest so I doubt it's affecting it. Is there a way to manually release the door hatch or something? Driving an EV and being unable to charge it seems pretty dumb.
