Urinary incontinence

Hey all,
I have a 7 and a half year old Husky x Kelpie cross.
She was neutered at 6 months, is up to date on her vaccinations and I've had her since she was about 8 weeks old. She was 20kgs (44lbs) at last weigh in (10/01/2024)

Over the past 2 years or so she has had bouts of incontinence, was quite uncommon at first and usually just in her sleep but lately the problem has escalated and my partner told me it has been while she's awake as well.
I would say she somewhat excessively licks her groin also in the past 6 months. We have gone to the vet twice and both times they have checked her over and said she seems healthy, good heart rate, glands are fine, no inflammation or irritation around the groin, behaviour is fine.
Being that the problem started when she was about 5 I don't think it could be age related, any ideas on what we could be looking at with her?
