does your school affect your atar?

So basically I'm aiming for an atar above 99 next year and my teachers think I'm delusional because the highest study score this a year twelve got this year was 40 and the dux got an atar of 94.85. Can someone please tell me,is it really impossible for me to achieve my goal because of being at an underperforming school?
