How common are cheaters?

Hello im about a week new to the game and have come across a few players that id say are dodgy. Ive seen a few player about level 10 with gold weapons which i know you need 1000 headshot with that weapon to get it which me as a level 27 is nowhere near on any gun, i also come across people prefiring my exact direction and one tapping heads instantly every kill. Am i just ass and there are just legit cracked players that somehow become insane really early or is there some common cheaters out there?

Also if i am just ass any tips on getting better?
