Should I follow up on this non-referral?

I got a response to an application I submitted recently and it said I was not referred because: “You were not considered because you failed to submit a copy of your latest performance appraisal, or the performance appraisal you submitted was missing necessary information”

But I did submit a performance appraisal however it was from July 2023. I have not had one since then because i transferred agencies and the appraisal period has not come up for me since being at the new agency for only a few months. Would it be worth it to try and appeal the decision and say this is my most recent appraisal?
