Are prisons really full?

Supposedly British prisons are full to the rafter.

But every day I rad in the paper about this crime and that crime and they were sentence to x amount of years in prison and that's just the ones reported on.

If prisons are full how can they constantly be sending people to prison for years and years? Are they releasing people early as quick as they are sending them?
