What's with all the new accounts with crack aim and a thousand kills at level 20 odd??

Been playing some games tonight and been a lot of new players with basic skin and around level 20 just wiping the floor and a tons of kills ? This guy did it all game just instant headshots. Are they just top players alternative accounts?
