Youtube keeps buffering despite a fast internet connection

Videos on Youtube keep stopping to buffer despite the fact that I am using a fast internet connection and the progress bar along the bottom of the Youtube video indicates that a significant portion should have already preloaded.

Using Windows 10 the Chrome.

edit: The resolution of the video doesn't seem to be a factor. It happens equally at 240p and 1080p.
