Ordered food but marked as delivered without delivery.

I ordered food and was marked as delivered but not received.

Ordered from a restaurant 5KM away at 0830 with delivery time showing as btw 30-40 mins. At 0930 when I checked the app, delivery was 4mins away. At 0938 the food was marked as delivered. I waited till 0945, called the delivery partner a few times and he was not answering. Then I had a chat with Swiggy customer service which is another annoying process, and they tried calling the delivery partner and he was not answering. I got my refund and then I ordered dinner from Pizza Hut directly. Around 1030-40 the delivery guy comes with the food and he says he has been charged 460 coz I complained. The guy looked scared and there was brown spots on his shirt so I asked him if he was alright and if he was late due to an accident or something. To which he says no he couldn’t find my address. This is a first coz I live in an apartment and it’s right in the middle of the city and I even give landmark. I paid him 500 via google pay coz I already got a refund. Now I don’t know how he got my email, he has sent me a lengthy email saying he was charged 1K and to help him as his account got deactivated. He sending me multiple emails asking for help. So now I am on call with customer service trying to help this fool who is not picking the call when Swiggy is trying to resolve the issue.
