Does arresting Manus stop Vina from marrying Axel?

So if I understand it right, you can persuade Vina to marry Axel during a dinner scene with your mother. In my playthrough she was so heartbroken because of the arrest that she didn’t want to talk about marrying Axel. In the absolutist guides they somehow both arrest Manus and persuade Vina. How do I do that?
