Download Now Always* Raises the Higher Attacking Stat, Does Anything Break?

The idea behind this was essentially to "modernise" Download so it's aligned with abilities like Beast Boost, Protosynthesis, and Quark Drive. This means it will always raise the user's higher attacking stat unless the 2 are tied. In that case, physical attack takes priority over special attack.

For better or worse, Download is a pretty exclusive ability with only 3 relevant Pokémon having access (Porygon-Z, Genesect, and occasionally Porygon2). I'll start from most to least viable in the current metagame environment:

• Porygon2 has historically used Download partially to scout out for defence investments but primarily to act as a wallbreaker. Download would still serve the latter purpose, but Proygon2 would probably still prefer to run Trace.
• Porygon-Z is an infamously fickle Pokémon to balance due to its potentially explosive damage output. However, it currently sitting in NU this gen (yes, really) means that the gambit becomes a lot less likely to snap the meta in half. Making Download more reliable is a great way to help give Porygon-Z a more consistent boost (though it usually runs Adaptability more these days).
• Genesect is a very special case of "broken in OU, terrible in Ubers". Unfortunately, Genesect being a Gen 9 Dexit victim means it's difficult to see how it would fare in the recently conceived Ubers UU. Though as it stands, Gensect having a more consistent stat boost probably isn't going to snap Nat. Dex Ubers in half given the immense amount of powercreep.

What are your thoughts on this proposed Download buff? Too much? Not enough?
