Bathes-In-Murky-Waters (Beyond Bruma discussion)

For those who have met this NPC already- Does he remind anyone else of a less-angry and much more respectable version of Sigismund Diikstra from Witcher 3? I think it's interesting that you first meet him in a bath house where he starts roping you into a future plot to overthrow the current government. In fact 'Diikstra' even SOUNDS like it could be an Argonian name.
