Guidance on shortening torso without a horizontal waist seam

I’m calling upon any advice for an issue I had with a jumpsuit I recently made. When the performer received it (my error I’ve realized now studying my pattern) the torso was a few inches longer than hers so it bunched a bit.

I want to avoid doing cutting a horizontal waist seam in this, I should be able to take up the crotch and add a gusset correct? If she pulls it down to smooth out the waist the crotch lengthens. Any advice on this would be greatly appreciated.
