Possible glitch in Brisk?

Howdy, I’m at the point where the pirates have challenged their arm wrestling in Brisk. I saved and quit, and when I came back, Garl was gone, and the tavern door was closed and replaced by a boat.

Help! I’m four hours in and really don’t want to lose this game to this soft lock.
