Silo vs. Foundation: What Am I Missing?

My wife and I have been watching Silo and Foundation on Apple TV+, and we're puzzled by the disparity in their ratings. My wife and I haven’t read the source material for either series, so we’re judging them purely on their merit as TV shows. While Silo seems to be well-received by critics and IMDb users, we find it frustratingly slow, especially in Season 2—it drags so much that the events could easily fit into a single episode.

On the other hand, Foundation feels far superior in every way: better pacing, richer character development, stunning visuals, a stronger script, and more compelling acting. I suspect Foundation is getting penalized for not being a perfect adaptation of Asimov's work, but as viewers unfamiliar with the books, it stands out as the more engaging series by far.

Am I missing something about Silo that makes it more highly rated? What are your thoughts on how these two shows compare?
