Harmony Teen Program

I was wondering if anyone has any experience as to whether or not they’re lenient on allowing 11 year olds who will be about 6 weeks shy of 12 join the 12-14 group? We are traveling the week of February 9th, and my oldest son will be just shy of 12 but his friend whose family we are cruising with is already 12 and they’ll want to be able to hang out and do the same things, special lounges or whatever? Surely there are exceptions provided we sign whatever waiver?
