Why do men keep peeing on the toilet paper

Genuinely is there a fetish for this, this is the third time in 2 months I've had to throw away entire rolls of toilet paper because someone just opened up the toilet paper holder and soaked it in piss. 2 full rolls. It's too high up for a small child to reach, and even if it is a small child, who is letting their kid go in the bathroom alone if they don't know how to use it but themselves. Plus there's a giant puddle of piss underneath the toilet paper holder that I don't think a small child could hold in their bladder. The way the men here act in the bathroom is so disgusting, like I've had to clean up shit off the wall, the sink, the soap before. I hate this place
