I'm unable to download any torrent

It's been close to a few weeks now. first i thought it might be a single torrent's issue with not being able to find enough seeders but that's not the case i have tried different torrents for different files and i am unable to download any. It all happened all of a sudden and out of no where. Upon starting or adding a new torrent the download spikes for a few seconds and then falls to zero within next couple of seconds. How can i fix it?
