Question regarding the galarian birds

I’ve been shiny hunting the g birds for a while now and so far managed to find both shiny moltres and zapdos,Both around my neighborhood. However I barely see articuno (might have seen 2-3 )which leads me to my question: does each bird have a static location or is it just RNG and I’m just not lucky with articuno?
