Do physical games even contain full games anymore?

Pretty much the title. People claim they love physical because they own it, but physical copies these days don’t even have the game on it besides a license. I know a bit of PS games do have the full game because they use Blu-Ray and can have up to 100GB, but then others are just a license. I love them for collecting and seeing them on my shelf. Gives me a good feeling and helps everything feel complete
