Pittsburgh Parking Chair

I’m a law student and we talked about the Pittsburgh parking chair today in my Property class. Some of my friends said they predominantly knew it as a winter rule that means “I shoveled this spot it’s mine.” But others including myself feel like we’ve seen them around all year too. What is your experience with this unspoken rule of Pittsburgh? Just curious!
