Is it too late to "plan" migration?

I am living a comfortable life here in the Philippines. I'm 37 now, have an established law firm, and a really nice car. I still live with my family but I have my own properties already. I'm having fun with my career/profession too and it's really doing well.

One of my dreams when I was young was to live in a developed country. Back in 2009, when I enrolled in law school, I thought that the Philippines had a bright future. The president then was GMA who, while known to be corrupt, was actually one of the most hard-working presidents we've ever had (couple that with grand visions for the country). The following year, Pnoy succeeded her, and in the next nine years, our GDP soared. To my mind, that country was the "Philippines." At least, back in 2009.

It's 2025 now but that dream is not yet fulfilled. The Philippines still faces so many infrastructural challenges caused by too much corruption deeply-embedded in our culture. With what has been going on in the country, I doubt that my dream will be realized in my lifetime if I continue to live in the Philippines.

A while ago, while driving to the courtroom, I saw many white elephants, never-ending repairs, potholes, etc etc. I don't think these things will be fixed in the next five to ten years or so because DPWH doesn't seem to be serious enough and COA seems to be blind or, if not, simply powerless.

I told myself, "Okay, that's it. Maybe, it's time to make exit plans. This is not the kind of life I want to have. It's time to start doing my research."

My question is, is this too late? If the answer to that is "no," what country would you suggest? Thank you in advance.
