Why people dont have personal loan and invest ?

I am curious to know this fact .I am eligible for 10 L personal which show interst 12 percent but this will decay as you pays monthly EMI I can see that will turn about 7-8 percent . I am seeing minimum 10 percent interst in MF and stock. why people dont take loan invest in good stock ? please elaborate.
