Stutters with 9800x3d

I recently upgraded to a 9800x3d from an i7 10700k and I am experiencing high frame rates but heavy stuttering, I have updated bios, downloaded chipset drivers, disabled x3d and PBO but it doesn’t seem to help, any help is greatly appreciated
