Chipset fan acting strange

I was playing a game when I heard a strange buzzing noise from my computer. It wasn't constant, it had some seconds of silence between the buzzing.

I noticed that the fan on my motherboard was stuck (?). I managed to find out that it is the chipset fan by googling a little bit, but I don't know what is going on. Is this fan supposed to spinn?
