How many programs to apply to?

Hi guys, I’m a non-US IMG applying only to path this cycle. 2019 grad. Step1/2/3 = P/245/225 3 months in person observerships with 1 more online. 3 US LORS including from a PD.

What’s a safe number of programs to apply to? Thinking of leaving out UPMC, Hopkins, MGH and the likes so as not to waste my time and money. I’d appreciate any suggestions. Thank you.
