Why do we fail in basic manners

I guess this post could be controversial kher this is a epidemic in men of Pakistan especially karachi of staring like married men holding hands with their wives or old grandpas jinse chala bhi na jarha ho ya some dude will stare teenagers or women down in such a freaking weird way and they'll keep staring even if the person notices they're being stared at makes me think how our society is failing in basic tarbiyaat of these living beings and this topic is never brought up even on tv when this is something that should be addressed.
