Foodpanda delivery guy asked me money

Tonight ,at around 1 am, i ordered something from foodpanda and the guy arrived unusually late like after an hour 10 min and after delivering it he called me again after about 30 40 minutes and told me that a lady had ordered a cake and as he was going to deliver it the cake somewhat melted and the lady refused to accept it ,he bargained with him yet she turned him away . Then he was at a big loss and said that this loss was larger than what he had earned at that point and couldn't possibly bear it . He also told me that if couldn't show some kind of receipt or money (i didn't really get what he said but consequence was that) he would get a penalty and wouldn't be able to work for 2 days. He also said that he will give me my money back after he gets his salary the day after tomorrow (amount of money he never mentioned but would be around 1000 ) but i apologized and hung up the call as i thought it was someone kind of scam cuz * It was really cold and hard for the cake to get melted . * Is it that easy for someone to just refuse to accept his order and turn away the rider . * Why would he call a stranger to help him . * Being a practical earning guy he should have asked loan from people he knew if he was that broke and was willing to return the money. Still the guilt remains on me but i had reasons of mine for not helping him so, Could anyone tell me if there is a penalty of that kind if you don't get the money for order ?? And couldn't he just report the matter to the bakery or shop he got that cake from ??
