Moving asap w/ HS freshman

I’ve read everything I can find and am still unsure of the best area to move to. Decent budget, one HS freshman kid who has a good attitude and #1 priority is “making friends”. I know the area is full of new kids, but this is my biggest worry! Coming from large diverse suburban area. No specific commute, I work all over the area and husband WFH. We are outdoorsy (not bike riders - yet?), and might lean on/near lake but not sure how far from everyday life that would be. Any advice appreciated.
