Anyone knows the name of this film?

A long time ago I saw a movie that I really liked, but I can't remember the name and I can't find it anywhere. It was about a bird mask maker, and I remember that the last scene was the main character jumping off a building wearing a blue bird mask. It was set in the 20th century (i think)
