Local news telling us to conserve energy during a cold snap.

Was just wondering if this is normal in most cities? Was also wondering if elons new super computer in the poorest part of Memphis has something to do with it? It used 150 megawatts that would give 100,000 homes power but is now double at 300 megawatts. Honestly curious if this correlates and maybe we should have thought more about letting this happen.
