I think Loki's ult is wasted on Loki.

Think about the number of "copy" characters there are in Marvel:

  • Taskmaster
  • Mystique
  • Morph
  • Rogue
  • The Skrulls
  • Mimic
  • Hope Summers
  • Onslaught
  • Apocalypse*
  • Absorbing Man*

And these are just some popular ones, it's not even scratching the surface of the number of characters with power mimicry. I just think Loki could have done something better thematically and leave is ult to someone more deserving.
