Why does rockets ult feel weak?

Rockets ult gives your whole team a whopping 40% damage buff. We should be able to mow down the enemy team with that kind of advantage. It would be like having an extra player. So why doesn’t it feel that way? I have never noticed it in any of my games. It feels like storms passive.
