New speed limit signs costing taxpayers $500k

I'm fine with residential speed limits being 20MPH, but they aren't just replacing old signs. They are adding new signs all over the place. This all just seems like posturing so the mayor can point to something. Without consistent enforcement it means nothing.
Also, I see new turn on red signs all along the Mineral Point Road corridor. They just added some at Segoe and Mineral Point last month. That makes sense. There are kids walking to Van Hise/Hamilton during the school day there. But what is the rationale for where they are adding those signs? I've not seen any new signs added to the isthmus area. I work on campus and every intersection downtown should be no turn on red considering how many close calls between cars and pedestrians I see.
