Macbook starts up with wrong language keyboard

So, this is a minor annoyance because I can of course change it before I enter in my password but I was wondering if there was anything I can do about it--

I got a 2022 Macbook Air recently, and I set it up with the Time Machine backup from my previous Macbook. I didn't change any settings or otherwise do anything weird. I have 4 different language keyboards installed, but the main one (including the one at the top of the list/identified as the primary language in the Language & Region settings) is English. Mine is the only account on the laptop.

On my old laptop, when I started it up and it got to the password login screen, the keyboard was set to English, like it should be. But on the new one, it is always either French or Polish, just randomly rotates between those two (...doesn't ever go to Russian, which is the fourth one 🤷). And of course my password includes letters that are switched around from the English and French/Polish keyboards, so it's just annoying.

I usually just switch the keyboard to English before entering my pw but If I keep it set to whatever language it chose to start up in, it will switch to English automatically once I log in. Everything on startup is in English (like, the "enter password" notification or w/e it says.) If my laptop goes to sleep and I wake it back up and get the pw screen, the keyboard will still be in English (or I guess whatever keyboard I was last using.) It's only when I first log in after turning it on that the keyboard changes.

Last thing I can think to add is that I haven't been shutting down my laptop with one of the non-English keyboards selected, so it's not just starting up in whatever language I was last using.
