$3000 for upgrades… glass or action/barrel?

I have $3000 set aside to upgrade my rifle/scope combination. Am I better off buying a new custom action and barrel, or a new scope?

I currently have a Bergara HMR 65CM, in an MDT XRS chassis. Love the chassis, plan to keep it. Rifle is relatively new, so has lots of life left on it. It has an Athlon Ares ETR scope. I shoot recreationally and regularly out to 500 yards, but I have occasional access to a 1000yd spot on a farm. I don’t compete, I just love to plink.

Am I better off buying a high-end custom action and new barrel, and banking the rest for next year? Or should I put all of the money into a new scope (like an ATACR or an RIII)?

Which of those two upgrades would give me more bang for the buck (pun intended). It will likely be another year or so before I have another chunk of cash to upgrade whatever I don't do right now.
