Does this make any sense

Today my neighbor’s car spun out on the southern state this morning in the heavy rain, he hits the left barrier and car is heavily damaged. State trooper pulls up after 20 min and writes what needs to and then at the end gives him a speeding ticket, he questions why and his reply was “your the only one that has spun out today so you were probably speeding” first of all this guy drives a 12 years old Camry and how is it even possible to speed in morning traffic on the SSP. Sometimes i wonder if they have a quota and they just give tickets to east targets, cause ive seen some reckless stuff happening in front of troopers and they dont even move an inch.
