Anyone know what this is??

I was just going through some old lego. Most of it is from the 00's, but there's some older stuff in there too.

I came across this guy and I have no idea what he's from. He's completely differently proportioned from a normal figure, and he looks old as well, though the leg print might say otherwise. I don't even know if he's official due to the off proportions, but I still want to know where's he from regardless. Thanks :)
