Is a public defender attorney supposed to contact the other side (me)?

I was the victim of a (non-violent) crime and a few weeks later the public defender of the criminal called me. I am sure the lawyer got my number from the guy who committed the crime (who had my number). I didn't realize that he was my offender's lawyer, I thought it was the Commonwealth's attorney, and it should've been obvious during the conversation that I thought he was on "my team." He was saying stuff like, "he'll never do it again" which is bullshit, because the offender's word has been proven to be worthless repeatedly in the past.

Is it ethical for the offender's attorney to contact me like this? I am thinking about filing a complaint with the public defender's office.
