Any idea what is this yellow thing that appeared today?

After a good amount of rain this afternoon, I came outside and found this on top of the mulch on the flower bed. The texture looks like expandable foam but with no volume. Perhaps was a bit more liquid earlier as it covered the mulch sticks on top and a bit on the sides. I checked cameras and there was nothing unusual. Any chance this is like tree sap or any other substance form the shrub?
