Ranger team access and mouse cursor.

Hey everyone, I've been having quite a couple issues with the game recently.

1. Ranger team access issues. No matter how clear the area is, no matter how many gates i add to the fence the ranger teams will not budge. This gets immensely annoying when they just do not complete ANY patrols. i have even put a gate DIRECTLY in front of the ranger team station and they still will not budge.
2. The mouse cursor will constantly disappear or flicker. it will comeback momentarily if I middle click, but if i click any of the menus it will disappear again. if I am in the pause menu or start menu it will not show up at all. Other times, it will violently flicker between the build cursor and the standard cursor. I've changed the settings from full screen to Borderless to no result.
