Will tech/IT ever bounce back?

Very few job positions in IT, and the ones that are hiring are really bad wages or fake job postings. Will tech and IT ever bounce back, or is the field essentially dead now? I've applied to thousands of jobs and not a single call back. Two years ago I found a job after applying to only 2 jobs.
