Help?

Hello! First time homeowner looking for some advice

Can’t seem to figure out how to regulate the temp in the house. Currently it gets way to hot upstairs (like 90 degrees sometimes) while downstairs struggles to get to 70 degrees most times. From what I’ve read it might have something to do with the dampers, which I’ve managed to locate but now need help figuring out setting wise. Here is what they’re currently at. Any help would be much appreciated!

Not sure if any Background context is needed but: 2 year old new construction house in western NC where it’s currently 10 degrees outside. I will also note that when you’re upstairs, the sound of the AC is considerably more noticeable than it is downstairs🥶
