Non-Concentric Cut?

I had a barrel threaded at a local gunsmith and the threading does not look concentric to the bore to the naked eye. The thread protector also looks similarly not centered to the shoulder of the barrel (bull barrel). How bad is this and what are acceptable tolerances? Should I have them re cut it? I've already had to send it back once because they messed up the crowning.
