Are you not able to spawn Personal Aircrafts inside missions anymore?

I've googled for like 45 minutes to find an answer but all I find is 3 year old reddit posts. All of them say that I can spawn Persnal Aircrafts in missions that aren't heist setups or heists, but I still can't in any mission.
